2026 02 15 second enhancement deliberation

Transcript: Second Enhancement Deliberation

Case No.: 2026-INFRA-002 Date: 2026-02-15 Feasibility: F4 (Critical) Presiding: The Honorable Lucius J. Morningstar

Matter Before the Court

Identify and ratify the next 10 most beneficial and useful enhancements for the LLM_Personas project overall, for implementation by LIL_JEFF and OCTAVIUS.

Context: First round (2026-INFRA-001) delivered infrastructure; this round focuses on operational excellence, discoverability, and cross-agent coherence.

Session Initialization

The court reads state/current.md.

MORNINGSTAR: Well then. Let’s see what survived yesterday. State shows framework enhancements complete; no pending matters. Precedent 2026-INFRA-001-001 establishes the enhancement process. The matter before us: a second slate of ten, focused on maximum benefit.

Brainstorming Phase

MORNINGSTAR::ARCHITECT Proposals

  • A1. SME Failure Tracking File (state/sme-failures.md) — Referenced in framework, never created; required for SME accountability.
  • A2. Dissolution Protocol — When not to convene; formal criteria to avoid over-deliberation.
  • A3. Glossary / Term Index — Single source for F0–F5, SME, Witness vs Specialist, etc.
  • A4. Precedent citation shorthand — Standard format for citing cases in transcripts and rulings.
  • A5. OCTAVIUS handoff in inter-agent protocol — When MORNINGSTAR or LIL_JEFF defers to Octavius.

MORNINGSTAR::ENGINEER Proposals

  • E1. Onboarding one-pager — Single “start here” doc: agents, portal, first deliberation.
  • E2. Portal: transcript discovery — Manifest or script so viewer doesn’t rely on hardcoded KNOWN_TRANSCRIPTS.
  • E3. State backup recommendation — Document “checkpoint state before major session” in procedures.
  • E4. Runbook / troubleshooting index — One page linking error-recovery, portal README, SME framework.
  • E5. CHANGELOG template — Consistent entry format for future sessions.

MORNINGSTAR::DEBUGGER Proposals

  • D1. Edge Case Registry — Document known edge cases (e.g. file:// viewer, missing state).
  • D2. Failure Mode Catalog — Central list of personality and SME failure modes for operators.
  • D3. SME Failure Tracking File — Same as A1; second.
  • D4. Validation checklist for state — Pre-session check against state-schema.
  • D5. Transcript naming convention — Enforce YYYY-MM-DD or YYYYMMDD_HHMMSS in RULES.

MORNINGSTAR::PROPHET Proposals (Hail-Mary)

  • P1. Living persona library — Spawn new court members (deferred previously).
  • P2. Deliberation replay — (deferred previously.)
  • P3. Single “project health” dashboard — State + metrics + last precedent in one view.
  • P4. Automated transcript HTML on save — Generate .html whenever .md transcript is saved.
  • P5. Cross-agent handoff matrix — Table: MORNINGSTAR → LIL_JEFF / OCTAVIUS, when and how.

Pruning Phase

Consolidations

Merged Components
SME Failure Tracking A1, D3
Dissolution Protocol A2
Inter-agent / handoff A5, P5 → Inter-agent protocol expansion

Deferrals

Deferred Reason
P1, P2 As in 2026-INFRA-001
P3 (health dashboard) Scope; can revisit after more data
P4 (auto HTML on save) Requires tooling; out of scope for this slate

Retained for Vote

  • SME Failure Tracking File
  • Dissolution Protocol
  • Glossary / Term Index
  • Precedent citation shorthand
  • OCTAVIUS handoff in inter-agent protocol
  • Onboarding one-pager
  • Portal transcript discovery
  • State backup recommendation
  • Runbook / troubleshooting index
  • CHANGELOG template
  • Edge Case Registry
  • Failure Mode Catalog
  • State validation checklist
  • Transcript naming convention

(Court prunes to final 10.)

Deliberation on Final Slate

MORNINGSTAR (Judge): The court will select ten. Prioritize: operational clarity, operator experience, and cross-agent coherence.

ARCHITECT: SME Failure Tracking and Dissolution Protocol are structural; they close gaps left by the first round. Precedent citation and glossary reduce ambiguity.

ENGINEER: Onboarding one-pager and runbook get new users productive. Portal discovery removes a recurring friction. CHANGELOG template keeps history consistent.

DEBUGGER: Edge Case Registry and Failure Mode Catalog prevent repeat failures. State validation checklist and transcript naming reduce invalid state and broken portal behavior.

PROPHET: Objection. We are thinking too small. The handoff matrix (MORNINGSTAR ↔︎ LIL_JEFF ↔︎ OCTAVIUS) is the highest-leverage item—it makes the system coherent. Include it.

MORNINGSTAR: Noted. The court will include inter-agent expansion covering OCTAVIUS.

Consultant’s Perspective

The Architect glances at the Engineer. The Debugger’s eyes dart to the empty space beside the Judge’s bench, then quickly away.

EDWARD CULLEN (to the Judge): What remains unspoken: the operators are human. They forget to backup state, forget which agent to use, forget that the viewer list is manual. The ten should favor reducing memory load over adding features.

The Judge considers this privately. The court waits in silence they do not acknowledge.

Final Vote — Ratification

Personality Vote Rationale
ARCHITECT YES Structural gaps closed; glossary and citation standardize
ENGINEER YES Onboarding, runbook, portal discovery improve daily use
DEBUGGER YES Edge cases, failure modes, validation, naming reduce failure
PROPHET YES Handoff matrix is the one 10x move on the slate

Result: 4-0-0. Unanimous.

Ruling

Decision: The Court adopts the following 10 enhancements (Second Slate).

Vote: 4-0-0 (Unanimous)

Rationale: The first round delivered infrastructure. This round prioritizes operator experience, discoverability, accountability (SME failures), and cross-agent coherence. Edward’s observation is adopted: reduce memory load.

Risk: Implementation may touch many files; handoff to LIL_JEFF and OCTAVIUS must be clearly scoped.

Dissent: None.
